Trump's Woke Warning Misses The Continent's Real Threat: Technological Decline.

Donald Trump's national security strategy presents a flawed view of Europe. The document asserts that unrestrained immigration and so-called "progressive" policies represent an existential risk to European civilization. Yet, this perspective is based on a serious misreading of the situation. The actual challenge facing Europe is not societal but economic and technological backwardness.

A Glaring Growth Gap Between Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just half of the US level. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Currently, about half of the global top fifty technology firms are American, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

The growing disparity stems from stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The landscape of world technology dominance is overwhelmingly American. In the last five decades, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus only fourteen in the European continent.

This gap prompts a vital question: In the race for future industries like semiconductors, AI, and fusion energy, where does Europe positioned? Experts widely concede it is essentially a two-horse race between the United States and China, with Europe entering at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

Several major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile network for financing new ventures. The EU has yet to establish a genuine capital markets union, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hinder Europe. A US startup can introduce a product under one set of laws to access a market of over 330 million. The EU, despite a bigger population, is split among 27 separate systems, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for optimism. Policymakers are increasingly aware of the existential challenge and have started to advance substantial change. Key analyses on EU competitiveness and the internal market highlight the necessity of sweeping changes.

With the right policies and regulatory reforms, these assets could support much higher degrees of commercial innovation.

The continent still possesses considerable strengths: high-quality workforce, top-tier education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

The European Union now faces a decisive moment. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. However, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
